The RKI, before 2020, did a decent job in tracking influenza and such. But then the circumstances change, and they are being overwhelmed by the new information. They can not adapt, and start pretending that they know what they are talking about and that things are under control. Then the government comes along and takes bad decisions on these bad data. You end up with evil (Covid vaccine mandates, unvaccinated being cast out of society) without any specific person involved being really evil.
